Accountability Agreement and Protocols

By agreeing to the terms of service when granted membership you agree that participation in and access to (program of East York East Toronto Family Resources Organization [EYET]) is subject to the following terms and obligations:

  1. Reference to 'Housing Help Organization' shall include any organization that sigs into the site as an organization whose purpose is to assist individuals find affordable housing and to support them in maintaining their housing, as well as the staff of such organizations who sign into the site under their own name;

  2. Reference to 'Landlord' shall include any person, whether an individual or corporation, who owns a rental unit or permits occupancy of a rental unit (except a tenant of a rental unit who permits another person to occupy the unit also), and includes the successors assigns and heirs to the landlord; and

  3. Reference to shall include, as the context requires, either EYET or the online resource that is available under the name of is an online resource operated for Housing Help programs and Landlords in Toronto. It is not a public listing. It is designed to support the work of assisting clients of Housing Help services to find and maintain affordable and decent rental housing for individuals in need. Although listed units are vacant, the decision about who to rent to is exclusively the Landlord's decision.

Although agencies providing housing help services provide case management and tenancy support, the support plan is as varied as the individuals who are served by the Housing Help Organizations. It is agreed that Housing Help Organizations their clients and Landlords will communicate with on another regarding housing stabilization and eviction prevention measures for each tenant obtained through

Initial Participation Protocols and Limitation of Liability

  1. All users; Housing Help Organizations and Landlords must sign-off on the accountability agreement.

  2. staff will verify that units posted are not on the City of Toronto's list of properties with significant outstanding work orders. East York East Toronto Family Resources makes no representation or warranty about the quality or fitness for habitation of any rental unit that is listed on

  3. EYET assumes no responsibility or liability for any damages whatsoever that arise from or are in any way connected to the participation of a Housing Help Organization or Landlord in or that arise from or are in any way connected to the placement of a tenant in a rental unit through

  4. Each Housing Help Organization and Landlord releases and forever discharges EYET and its predecessors, successors or assigns and any corporations or entities associated with or related to EYET and their respective directors, officers, employees, insurers and agents from any and all actions, causes of action, claims and demands whatsoever that arise out of or are in any way connect to the participation of a Housing Help Organization or Landlord in or the placement of a tenant in a rental unit through

  5. All users are responsible to update their own profiles and contact information.

Vacancy Open/Vacancy Filled Protocols

  1. Housing Help Organizations (including, as applicable, housing professionals) will follow the process that indicates the status of the vacancy (being viewed; filled; etc.)

  2. Landlords are responsible to post their own listings and they are responsible for the content of those listings.

  3. Landlords are responsible to remove the vacancy when filled and must indicate whether the vacancy was filled through or by some other means.

  4., through the staff of East York East Toronto Family Resources (referred to below as ' staff'), will monitor listings and verify filled units.

  5. staff will continue to reach out to Landlords on public lists and invite their participation in

Eviction Prevention Protocols

  1. staff will direct Landlords to Housing Help Organizations or Housing Help Centre if the tenancy of a particular tenant becomes vulnerable and the Landlord has lost contact with the Housing Help Organization that is supposed to be providing assistance to the tenant

  2. staff will act as a go-between between a Housing Help Organization and a Landlord if so requested, and communication between the Housing Help Organization and the Landlord has broken down.

Accountability Agreement Compliance Protocols

  1. All formal complaints regarding users of not complying with the terms of this accountability agreement will be filed in writing to, to the attention of RENT Manager or managers designate.

  2. staff will speak to the user who has filed the complaint and the user(s) about whom the complaint has been filed to clarify details of the complaint and determine what changes in conduct need to occur in order for the accountability agreement to be fulfilled.

  3. Both the user who made the complaint and the user(s) who is the subject of the complaint will be asked to make suggestions about how to resolve the complaint in order to adhere to the accountability agreement.

  4. A summary of the discussion and the proposed or agreed upon changes will be written by the landlord Facilitator or their direct manager

  5. If compliance by a Housing Help Organization is at issue, the staff will forward a summary to the manager of the Housing Help Organization and archive the summary.

  6. If compliance by a Landlord is at issue, will send the summary to the Landlord and archive the summary.

  7. If another complaint is made about the same user not fulfilling what they have agreed to in the accountability agreement, and if determines that there is a reasonable basis for the complaint, then may, in its sole discretion, suspend the user's participation in until such time as the user agrees to change their conduct so that it complies with the terms and conditions of the accountability agreement.

  8. If a participant in does not comply with this Accountability and Protocols Agreement or with any part of it then reserves the right to limit or cut off access by such participant to

Conflict Resolution Protocols

  1. staff shall not get involved in conflicts that arise out of the relationship between a Housing Help Organization and its client or between a Landlord and their tenant.

  2. staff will inquire as to if, when and how often the Landlord and Housing Help Organization have communicated regarding the conflict.

  3. If requested in writing, staff will mediate the conflict and help generate problem-solving solutions the Landlord and the Housing Help Organization in question.

Confidentiality and Personal Information

  1. Each Landlord and Housing Help Organization acknowledges that it may receive confidential information as a result of its participation in and acknowledges the right of the party claiming confidentiality in such information to maintain such confidentiality.

  2. Accordingly, each Landlord and Housing Help Organization agrees:

    1. To maintain such confidential information in confidence; except as and to the extent require by law, not to disclose or release any such confidential information to any third party without the prior written consent of the party who claims such information to be confidential

    2. To use all reasonable efforts to ensure that the collection use and disclosure of personal information in connection with their participation in comply with applicable statues and regulations concerning the protection and privacy of personal information

    3. Not to use, directly or indirectly, any of such confidential information in furtherance of any other business or enterprise in which the Organization has any interest whatsoever, whether direct or indirect

    4. Not to mechanically copy or otherwise reproduce, including electronically, all or part of such confidential information except with the prior written content of the party who claims such information to be confidential, and to ensure that any and all such copies are carefully controlled and shall upon request advise the party claiming confidentiality in the information of the number of copies made their intended circulation.

    5. Confidential information includes information known or used in connection with that is claimed to be confidential by any Landlord or Housing Help Organization, as well as by

Confidential information does not include any such information that was known to a Landlord or Housing Help Organization prior to its involvement in or that is or becomes a matter of public knowledge not as a result of a breach of the obligation herein to maintain confidentiality, or that was rightfully in the possession of a Landlord or a Housing Help Organization free from any obligation of confidentiality, prior to the date when such information was disclosed as confidential

    7. Personal information includes information in any form or manner about an individual, whether or not the information is recorded which identifies the individual, can be manipulated by a reasonably foreseeable method to identify the individual, or can be linked or matched by a reasonably foreseeable method to other information that identifies the individual.


This agreement between you, the user and EYET shall be governed by, and interpreted in accordance with, the laws of the providence of Ontario and the laws of Canada applicable therein. You herby consent and submit to the non-exclusive jurisdiction of the courts of the province of Ontario in any proceeding related to this agreement.

Entire Agreement

This agreement constitutes the entire agreement between you and EYET with respect to the subject matter hereof and cancels and supersedes any prior understandings and agreements between the parties hereto with respect thereto. There are no representations, warranties, forms, conditions, undertakings or collateral agreements, express, implied or statutory between the parties other than as expressly set forth in this agreement.

Privacy Statement

  1. EYET is committed to protecting personal information, by following responsible information handling practices in keeping with privacy laws.

  2. EYET uses modern information and communication technologies to support our EYET activities. Our Privacy Statement covers EYET and our website.

  3. We collect personal data you volunteer online, or when you make use of or register for our actives and services, in order to better meet your program, service and information needs.

  4. We also use and disclose data, which does not identify individuals, for statistical purposes to develop and enhance EYET activities and services.

  5. We may also collect personal information in order to satisfy legal, government and regulatory obligations.

  6. If you supply us with your contact information, you may hear from us about important information concerning the EYET or project in which you are involved.

Information Sharing

  1. We do not sell personal information we collect.

  2. We will not disclose your personal information to anyone else without your prior knowledge or consent, except when required by a government body or agency, or as permitted by law.

Confidentiality/ Security

  1. EYET maintains physical, electronic and administrative safeguards that are appropriate to the type of personal information we obtain form you.

  2. EYET staff and volunteers having access to personal data are required to respect the confidentiality of personal information and handle it responsibility.
